anchorage; we submitted all the requirements of the Government as to the nature and kind of buildings to be put up and the rules to be observed on our premises, although most of them are needless and only imposed in ignorance and vague terror of some possible danger, but to satisfy the public demand for certain precautions we accept.
We hoped to be spared, in consideration of our concessions on these other points, from harassing and expensive restrictions on our daily working.
If duly qualified experts, after hearing all parties and examining the locality, had pronounced them necessary we would have considered them, although as a result we might have to give up our expected profits; but under the circumstances, there having been no proper investigation and no experts here competent to form an opinion, we simply protest against these Rules and Regulations and submit our protest for your consideration.
Orders have been given to stop all present shipments of Oil to this place in tank steamers until we learn from your Lordship whether we can be permitted to carry on the proposed business on more reasonable conditions.
